I'll tell you why: because I am an Apple fan that tracks Apple news *every day*, and I had *no idea* that Apple was cracking down on indie SaaS apps without IAP subs.

This is categorically untrue. But at least the position of the majority of Council, including Wheeler and Hardesty, is now apparent: this is complicated, don't worry about it, take the $15m of nothing reform, and hopefully you'll forget about it by the Fall.
1) No new amendments can be added to the City's budget at this time. There's a process for getting items on the agenda & we're past that point. We were past it last week ...
