While not literally true, I like to think of undefined custom elements the same way as <span> tags. No inherent styling/behavior, display:inline, etc. Then it’s up to you how you want to style them and optionally “upgrade” some of them to bona fide web components via custom JS.
So <some-tag-name> would be considered valid ✅ whether defined in JS or not (though the article linked above refers to this as being in a state of limbo until defined)....
