When I was in the USAF, the story given in nuclear briefings was that the military had to demonstrate trustworthiness to civilian leadership to be given physical control of nukes.
I never really bought that explanation.
In fact, he outright refused to give the military "custody" over the bombs themselves — they didn't actually *have* the nukes that were being produced in the Cold War, ...
